The Studio On-ear don't have noise cancellation, but we do have an ANC version amongst many other ANC products!

Any device with Bluetooth should be able to connect to the headphones. I've used it on multiple devices with no issues
They can but you would need to purchase a Bluetooth adapter for the TV.

If your TV supports Bluetooth it will be stated in the product specifications - it would also appear in the TV's Settings menu.
