Yes it is possible to use a rake such as this to clear thatch, however, it would depend on how bad the thatch layer was as, if it's too deep and too interwoven, you may end up damaging the lawn by doing so.

You would need to check with the manufacturer of your artificial grass but I don't believe rakes with steel or metal tines are suitable, so no this rake would not be ok to use on your grass.
