Yes you can set it up completely without an I phone, just using the Siri remote included. Just set it up manually. AS told to me by Apple chat. It is a stand alone device.

If you've changed your mind and need to return an item, you have 30 days from the date of collection or from the date of delivery to return your item(s).
Your item(s) needs to be:
Unused and with all original components
In its original packaging (with the tags if applicable)
In a resaleable condition security seals intact (where applicable)
With its proof of purchase
With any free items that came with the product

This reply is perhaps too late for the person who asked this, but Im answering for the sake of future potential buyers. You will see from the reply to my query about accepting updated terms of service without owning another Apple device - that unless Apple change their methods, you will be stuck with an expensive paperweight when Apple update their ToS without an iPhone or iPad to accept the new terms. They briefly provided a way to accept by web browser, but apparently that has been removed.
Will work absolutely fine without having any other apple devices, although if you do have an iPhone it will be easier to setup.
Didn't work for me on the Sky Glass TV. I expected the volume controls to work via infrared like all remotes.
