The instruction manual shows a diagram which seems to depict the extra piece of lead going around the neck in addition to the collar and then the hook fastens through all three metal hoops, i.e the two on the extra piece of lead and the one on the collar. I assume it is therefore meant as an emergency make shift collar should the actual collar become damaged during a walk. Very poor that the makers do not include a better description of its intended use.
The extra piece is in case you have 2 dogs and is a dual lead.
I dont agree its an extra piece to use as a collar as you cannot adjust it...
It's a safety collar to be used aswell as a collar in case the collar breaks.
