Do not waste your time and money.
I bought this becuase in the image it looked full and fluffy. Biggest waste of time and money! It was that sparse you could see through it and the lights were static and dull.

Yes, the lights will turn on automatically after you plug in the transformer. (The item comes in sections, including the wiring, and the little sockets for each of these sections of wiring need to all be slotted together during assembly before you do then plug it in).
