The heater is tested and intended for indoor domestic rooms, not for garages that may be uninsulated, damp, exposed to outdoor air or likely to experience condensation directly on the unit.
You could use the Dimplex radiator in your garage only if it's dry and insulated enough to count as an indoor-like space.

When the room reaches the desired room temperature the heater will cycle off and when the room goes below the temperature set the heater will cycle back on.

Yes the whole fins should heat up with the exception from the front one due to the control box being on the very front fin
