I bought this about a month ago, really pleased, using as a toddler seat and it’s very sturdy- just the right amount of room to keep my toddler clean but comfortable. I like that the table comes off fairly easily too. Would recommend!

You can, The last two pages of the instructions show you how to assemble it into a toddler chair at a lower height.

I can advise from the Cuggl Cafe Highchair instructions it doesn't mention just putting one set of legs in, when completely built the item is 90cm and unable to be any lower.

Weight is the only user measurement that is required for this. This is due to a 3 year old that may still be within the 15kgs range, appreciate that at that age the child may be to tall etc but this is why age isn't provided.
