I bought this last month and I do love it but its not as bubbly as some I have had. The jets are in the middle. Doing great for my skin though and note this does not heat up in its own you have to put hot water in it. Overall it is lovely and does the job

I think the problem is that the information sheet that comes with the unit shows the maximum fill line on the side opposite the power switch whereas its actually on the right hand side, seen when using the product. Its difficult to see but I found it eventually, lol.

the MAX fill line (which indicates the waterline) is located about halfway down the front interior wall of the BubbleMate foot spa. Look for a raised line or printed label that says “MAX” or “MAX fill line.”
If it’s hard to see, try filling the basin just enough to cover the massage nodes.
