Exactly what I needed
I bought this back in April as a birthday present for myself and I absolutely love it! I actually wanted it so that I could draw tattoos on The Sims.. it does the job exactly as I had hoped!

Yes, it has a cursor and there is an option to be able to use it as a mouse as well.
However, they also advise that Wacom Pen Tablets works just like a pen on paper and that each point of the tablet maps absolutely to a specific point on the monitor.

The supplier has advised the following for the One by Wacom Small Graphics Tablet:
"Wacom tablets are compatible with operating systems and not with specific programs. Therefore as long as the software allows it you can surely use the pen and tablet."
They also add that, as long as the Powerpoint allows you to make changes, you could write on it. It works with Windows and MacOS.
