Hello there,
After checking with our supplier, they have advised for the Cuggl R129 Isofix 123 Car Seat: the Top Teather has to be in use when the harness is in use (till a max of 18Kg) the top tether doesn't have to be used for the Booster Stage (group 3) in short when the harness is removed the top Teather doesn't need to be used.
