Yes, this can be done via turn off the data either via scroll down the control/notification panel -> click on Internet -> Tun off/disable data
Else, Go to Settings -> Network and Internet -> SIMs -> select your operator (Like EE/O2/VF/3 etc) -> Mobile data -> Turn off
Just to let you know if WhatsApp is installed and logged in then even without SIM card you can use this through Wi-Fi.
