After checking with our supplier, they have advised for the Zoggs Green Swim Trainer Jacket - 2-3 Years: The swim jacket will provide sufficient buoyancy without the use of armbands.
The swim jacket should fit snugly around the child to avoid it riding up when used in the water. The 2-3 years model supports a child weighing between 15-18kgs.

"The 4-5 year size supports a child weighing 18 to 25kg. As this customer’s grandson is 18kg they could choose this size option. It is worth noting that, the swim jacket should fit snuggly around the child’s body. If the 4-5 year size is too loose, the 2-3 year size would be better suited as it also supports a child of 18kg."

After checking with our supplier, they have advised: It’s best that the swim jacket fits snugly, otherwise it may ride up when used in the water.
I’d suggest the customer opts for the 2-3yrs swim jacket. They double check this by referring to the size guide: 2-3 years (15-18kgs), 4-5 years (18-25kgs).

We have checked with the supplier for you.
The swim jacket is designed for 2-3yr olds and will support a child who weighs between 15-18kg. Zoggs swim jackets should be used under constant adult supervision.
The Zoggs swim jacket will definitely help to keep the child warm, as it is constructed using neoprene (wetsuit material) and contains foam floatation panels in the front & back.
