After checking with our supplier, they have advised for the Toy Dyson Cordless Vacuum Cleaner: It is because from a testing standard, it is tested from a safety perspective from age 3 plus hence we have to add a warning to say not suitable for children under 3 years.

It does not have a suction function and is simply a toy. Its a great replica but please be aware that it does not actually vacuum

This can be used to imitate a normal vacuum, however is designed as a toy and therefore will not perform the task in the same way.
