You do not need oven gloves to touch the silicone handles or rim during or after cooking. My previous 3-tier steamer without silicone handles, Argos Home, always had hot handles. If you can afford the extra money go for these. I even put my thumbs on the silicone rim of the lid at the same time as holding the handles to pour away the boiling water but this is not a recommendation! The pans clean up like new using Bar Keepers Friend, available from Homebargains.
Not too hot to touch however they slide very easily round the handle when you have to tip out the water to expose scalding inner handle

Silicone is extremely resistant to high temperatures so the handles on the Argos Home 3 Tier Stainless Steel with Silicone Rim Steamer should not get hot.

No but should have longer silicone on them, plus bottom container let’s to steam out and does not go though the above containers so you a lot of steam outside would never buy again
