130cm is the height which includes the headrail, slats and bottom rail.

The supplier has advised the following for the Little Black Book 25mm Venetian Blind - Natural - 120x160cm:
To remove the slats and shorten it, please do follow the instructions by removing that plug so as to access the relevant cords. The plug is tight, so it's not easy to do. You need a tool (tongs or similar) for help to prise them out to then shorten the blinds.
