It connects via Bluetooth so you’d need the dongle to be plugged into the PC to be able to make the connection between it and the mouse.

Turn off the mouse: Use the power switch to turn off the mouse.
Remove the battery: Take out the battery and wait for a few seconds.
Reinsert the battery: Put the battery back in and turn the mouse on.
