Gives different readings on carpet and hard floors (carpet feet fitted). Having to consider putting sheet of cardboard/MDF/plywood underneath it. OK but would have expected better.

No, I suggest that you buy a cheap luggage weight gauge/monitor from Lidl instead - they are cheap and perform very well
Yes but weigh your luggage a few times to get a average reading. I recently weighed my luggage using these scales they were fairly accurate the first time it weighs heavier than the second and third time

2. Weigh yourself again while holding the luggage.
3. Subtract your weight from the overall weight to find out how much your bag weighs.
