This does use USB-A, you're descripting USB-C type ports. You will be able t use it however you may need to use a USB-C to USB-A (female) adapter.

After checking with the manufacturer I can confirm that this Trust GXT1125 QUNO Laptop Cooling Stand is predominately used for laptops, but I don't see why it couldn't be also used for a tablet the only problem would probably be the tablet might not be able to power the cooling fans.
