This is a basic Un-switched surge protected extension lead, so no it doesn't have a switch and therefore yes you can plug it in and leave it on permanently (it is the only choice really).

"We would advise customer not to use this extension with that type of appliance. We would advise customer to use normal wall socket with that type of appliance." So it's suitable for plugging into a mains socket only.

As long as you don't overload the total constant power capacity of the extension, 13A (3,120W / 3.12kW) then there shouldn't be any problems.
Devices should have their peak power consumption listed either on a data label/plaque on the device itself or else in the specifications section of the enclosed instruction manual.

After checking with our supplier, they have advised for the Masterplug 4 Socket 5 Metre Extension Lead - Surge Protected: The consumption of a PSU will always be the INPUT rating, the other is what it feeds to the connected device the far side of its circuitry.
