The paper dividers are fixed in place. This makes them difficult to label and impossible to rearrange. If you have multiple documents stored in the same section, you have to peer inside and fish for the right one instead of being able to flip through easily. Lid also needs to be held open while searching. Decent ring binder and some plastic pockets would do the same job better.

The Cathedral A4 Expanding File Box is made from laminated thick cardboard for the outer case and thinner card for the pockets.
