You cannot lay water-based paint on top of oil-based paint directly. If you opt to repaint your oil-based surfaces with a water-based colour, you’ll need to apply an oil-based primer first.

The supplier has advised the following for the Johnstone's Quick Dry Gloss Paint 1.25L - Brilliant White:

“ The quick dry gloss is not the same as oil based gloss. So won't have the same finish. ”

Thanks for your query about the Johnstone's Quick Dry Gloss Paint 1.25L - Brilliant White.

Having checked, it would depend on the material from which the surfaces of the cupboards are made of. However, it can be used both indoors and outdoors, on surfaces in high impact areas of a house such as doors and skirting boards, and on wood and metal surfaces so it is likely that it'd be OK for kitchen cupboards.

Definitely you only need one coat 
Make sure you have a smooth finish ,before you start painting.

I can confirm this is suitable for interior wood, which could include stair treads and is advised to dry within 1 to 2 hours.
