To answer this question properly - No, the disc does not contain the whole game. You get about 20GB of data on the disc, enough to play the tutorial in the sewers - then you have to download the rest of the game as a 100GB update file. Frankly, you should not buy this game or support such terrible, lazy, cost-cutting practices from Bethesda.
