You do not need PlayStation Plus Premium to play disc games on the Portal—just use Remote Play with your PS5. Premium is only required for standalone cloud streaming of digital-only games.

PS Portal can connect to any Playstation account without owning a PS5. You dont need to download games or own a PS5. The games stream from the cloud like Netflix streams movies or, OPTIONALLY, from your own PS5 if you choose.
You can buy PS5 games from the Playstation store on your phone etc. These will be available to play on your Portal. Not all PS5 games support cloud streaming. Cloud streaming is a 13.50 per month PS Plus Premium service which includes a library of over 200 games.

While this can be used in this way, the connection will be the determine factor, you will need a Mi-Fi or mobile hotspot that allows connections over Wi-Fi to be able to use it this way. This is designed though to be used in the same household as the PS5.

From the information available. You do require a Playstation console that must be switched on, to be able to use the Remote Portal. It streams games from your PS5 over your home Wi-Fi. Just ensure your PS5 is on and connected to the internet.

Streaming quality with mobile hot-spots will generally not be as good or stable as using home wifi. The Portal can connect to any wifi access point just like any other portable device. Also note that cloud streaming could use between 2 to 7 GB of data allowance PER HOUR of play.
