A rotary lawnmower has wheels and a hover mower lifts off the ground with a cushion of air.
This generally means that a hover mower is more easily moved around and is usually lighter than a rotary mower. Whereas the rotary mower will cut well in straight lines, the hover mower will be able to get to some trickier places. Rotary mowers usually have a grass collection box whilst hover mowers do not always have grass collection.
Whichever suits you best.

A hover mower hovers and a rotary mower has wheels, I prefer a rotary as I find it easier to move and generally it will have a roller at the rear
