Good quality bag
This is a good bag for light to moderate punches. For harder punches, which I'm sure it can take, I have the issue of the base lifting and moving. I've filled mine with water but dry sand may be a better alternative. So if you can concoct a means of keeping the base still then you've cracked it.

The supplier has confirmed Everlast Omniflex Freestanding Heavy Punch Bag is made from PVC and so will stand some exposure to the elements.
I would recommend you cover it if you are going to leave it outside to prevent damage /appearance deteriorating

Having looked into this, there are pros and cons for both and is personal preference.
Sand gives more stability, but not the practicality. Such as harder to fill, potentially heavier to move and the cost. Sand does have more durability, as will not freeze as water can. Less likely to leak and or evaporate like water.
Water is more readily available and easier to fill or drain. More cost effective and easily accessible. Water is also lighter than sand. Water bases do need to be checked more often, checking for leaks and evaporation.

The supplier has advised the following for the Everlast Omniflex Freestanding Heavy Punch Bag:
“ The base can fill about 55 kgs of water, roughly as an idea it can be filled with about 70~80 kgs of sand, we suggest customer to prepare about 4 bags of 20 kgs of sand. (The density of sand will be various depends on the source that customer may find, the weight will be slightly different as well). ”
