I can advise the following for the Argos Home Grey Extendable Curtain Pole - 110cm - 300cm:
If you want smaller the 110cm, then yes you will need to cut it. This will void the warranty as it's not the size it's suppose to be.

You get 30 rings but no curtain hooks. Luckily I had spare hooks otherwise the curtains could not have been fitted.
