The whistle is contained within a hinged cover to the spout. This is not spring-loaded but, when closed, it securely covers the opening.

Yes but not ideal. Very thin so unlikely to be very good except in an emergency. intended for gas. Will only work if the hotplate is smaller then the kettle due to the edge lip.
I. Use this kettle indoors on my gas hob. I have never had the problem you describe. It does get hot, yes, but I have never found it to be hot to handle with bare hands.
