Yes, this pump can be used to inflate balloons, as long as you are taking care to monitor and control the balloon pressure during inflation. However, the supplier also advises that the Electric Balloon Pump, cat no: 950/1201, may be better suited to this purpose. For more info, please check out this link here:

The supplier has advised the following for the Pro Action Electric AC Mains Pump:
"No the pump can NOT be used on Lay‑Z‑Spa as the nozzle does not fit the air valves on Lay‑Z‑Spa. With the spa, as it's already filled of water, we suggest to put the water stoppers (included in the set) on the water inlet & outlet inside the pool, and then detach the pump unit to inflate the spa pool, as how it was set up in the first place."
