He Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter lets you connect Thunderbolt and Thunderbolt 2 devices — such as external hard drives and Thunderbolt docks — to any of the Thunderbolt 3 (USB-C) ports on your MacBook Pro. As a bidirectional adapter, it can also connect new Thunderbolt 3 devices to a Mac with a Thunderbolt or Thunderbolt 2 port and macOS Sierra.
In addition, it can be used to connect Thunderbolt-enabled displays — such as the Apple Thunderbolt Display and LG Thunderbolt 2 displays — to any of the Thunderbolt 3 (USB-C) ports on your MacBook Pro. However, using this adapter with an Apple Thunderbolt Display requires a power source, because the display does not provide power through the adapter.

The Thunderbolt 3 to Thunderbolt 2 Adapter connects a Mac that has a Thunderbolt 3 (USB-C) port to a device that uses a Thunderbolt or Thunderbolt 2 cable.
This adapter is not compatible with USB-C ports that don't support Thunderbolt 3, such as USB-C hubs or the USB-C port on MacBook models from 2015 or later.
You can also use the Thunderbolt port of this adapter to connect an external hard drive, dock, Mac or other device that uses a Thunderbolt or Thunderbolt 2 cable for data transfer. This adapter supports data-transfer speeds up to 10Gbps with Thunderbolt devices, and up to 20Gbps with Thunderbolt 2 devices.

No, IF your iPad Pro has Thunderbolt3 USB Type-C connector, this il enable you to use Thunderbolt2 peripherals
If your iPad has a Thunderbolt3 USB type-C connector and carries DisplayPort (or HDMI) over USB-TypeC then you may use an adaptor like:

This will enable you to connect Thunderbolt 2 devices via a Thunderbolt 3 connection (while very cood compatibility is not however guaranteed as it may vary by device)
If you are using further adapters (like TB2 to Firewire) to connect peripherals I cannot guarantee compatibility although they may work.

As you have not advised which DV cam or Macbook you have I am unable to give a specific reply.
As long as your Macbook has a ThunderBolt 3 connector and your DV cam uses ThunderBolt 2 as data transfer this should work as long as your DV cam supports and is supported by macOS.

To connect with a wire, purchase an Apple Lightning to HDMI adapter and connect an HDMI cable to your TV and the adapter, then the lighting end to your phone.
