The PVC cable sleeving is waterproof whilst undamaged, the main concern would be the sockets which are _not_ (waterproof sockets tend to have a cover which will clamp closed over them with a plug connected).

This should be suitable to use with your 13amp lawn mower provided you do not exceed the maximum allowable load below:
720W/24V - Fully wound
2400W/240V- Fully unwound
This does feature a safety thermal cut out.

If you mean can you cut the plug off the reel you don't need to because it's a rewirable type.
If you are wanting to use it with a Safety RCD Adaptor then this would not cause any problems for the reel.

Yes, you could plug the lead into a Safety RCD Adaptor, or remove the pre-wired plug and replace it with a Safety RCD Plug.
Neither of these options would affect the usual operation of the reel, only add that level of safety that if there is a leak (potentially someone getting a shock) then the power would be cut by the RCD.
