It isn't lockable & can be very easy to open, much better than a swing top that always swings & gets the rubbish all over it. It is however flat on top so you could put something fairly heavy on top to stop a toddler accessing it.

I have checked the Lid is removable so if you did not want to use it that would be fine however the lid stops the bag from dropping down.
