I can advise the following for the Bush 1.5kW Digital Oil Filled Radiator:
It's stated as this isn't able to warm a room up correctly due to the lack of insulation and this may over power causing the risk of electric shock.
It's designed to be used in a way that it's got the ability to control the temperature, allows it to turn on and off and not be on all the time.

The supplier has advised the following for the Bush 1.5kW Digital Oil Filled Radiator:
“ When the heater is turned on, pressing the timer button will initiate the timer shut down setting. The timer can be set for a range of 1-24 hours. Pressing the '+' and '-' buttons will adjust the desired time. Once set, the corresponding number on the screen will flash for 5 seconds before saving. At this point, the Timer icon will light up, and the heater will operate normally. Once the countdown time is reached, the heater will automatically shut off.
In standby mode, pressing the '+' button will initiate the timer start-up setting. The timer can be set for a range of 1-24 hours. Pressing the '+' and'- buttons will adjust the desired time.
Once set, the corresponding number on the screen will flash for 5 seconds before saving. At this point, the screen will display the currently set value. Once the countdown time is reached the heater will automatically turn on. ”

There is not a small amount of carbon monoxide. The specifications say use in well insulated room is to avoid the risk of the electrical shock. I don’t know why your son got headaches and dizziness, but I can confirm that the reason is not the carbon monoxide from the oil filled radiator with the good quality.
