The size of the Cord Cushion Cover - Green - 50x50cm is as stated in the product title i.e. 50x50cm. The reference to 41-50cm is the measurement range of the medium size, not the actual size of the cushion.

A 22inch cushion pad is approx 55.8cm, ie approx 2inches bigger than this cover. Personally I use feather cushion pads the same size as the cover, however many companies sell filled cushions with, or recommend using, larger pads to ensure your cushion is firm, plump, and full. Recommendations vary from using a cushion pad about 2.5 to 5cm bigger, ie 1 to 2 inches bigger, than the cover. So you should find a 22inch cushion WILL fit this cover, but it will depend on the firmness of the filling.
