Yes, It's very laggy without a mouse mat. The mouse itself is also quite small and therefore not very ergonomic for adult hands. Will be looking for a replacement.

No. It will work on a hard laminate table. FYI I had a little trouble pairing it with my new laptop. It said to click the button underneath to pair it, but you need to hold the button down for a few seconds for it to do so.
