The xbox's power setting may be involved here, the xbox is powering up potentially to do an update or to save all the cloud based updates to the server after you have come one, thus powering the USB ports further and causing the fans to turn on. Try with the xbox fully shut down after the session you have done and see if the fans spin up then after the X amount of time it takes for it to happen.

The anawer is no you cannot turn the fan or lights off unless you turn the hole unit off if your are supposed ro be able to turn it off on the front either mine is broken or dose not exist too turn off

Regarding the DLX Twin Charging Tower With Cooling Fans & Storage Xbox: You can turn the fan off. The touch sensitive button on the front of the stand to the left of the USB ports (blue light when on) will turn the fan on/off. Just touch it and the light/fan will go off.

To be able give an exact answer, we'd really need to know more about the TV, its brand, type, age, model number etc.
Having spoken to the supplier on it, it's not likely to be viable to plug it to a TV as a TV’s USB sockets are likely to not output a particularly high amount of power when compared to something like a “USB to mains-socket adaptor”. In some cases it may technically be possible but it’s not likely to be practically possible/viable.
