I not sure as I don't have a Phillips TV. I know it connects with Alexa. If you gpogle it u should beable to find out. Sorry I couldn't be more help these light are brilliant.

If you want to control it over Wifi with Google smart home you will need the Hue bridge. Google has no way to "communicate" with the light without the Hue bridge.

This does not work with a Google Smart Home set up as it's run direct through the Phillips Hue App.
No bridge needed, Bluetooth connection via Hue app
