This would not fit a small double bed. This bedding set includes 1 duvet cover and 1 pillowcase which would fit a single duvet.
Usually, for a small double bed a double size duvet is used so you can purchase any double sized duvet cover set. For the bottom sheet, which is not included with duvet sets, you can actually purchase a small doubled sized fitted sheets.
