I think it is to small for a German sheperd looking a the inside measurements.
I would look for something a bit bigger.
When in doubt measure your dog from head to base of tail then you know he can lay on his side and fit so then he definitely fits curled up.

The small bed does NOT have a removeable cover
The cover is removable but you cant machine wash the filling and putting it back together is like the krypton factor. Havent had mine a year yet and its just gone in the bin as the zips are broken. Never again.
