After speaking with our supplier, they have advised: You can do what we call side load. But this is not supported by Oculus support.

The oculus quest has a PC app that is called side quest that does allow you to sideload apps and games that aren't on the quest.
This app did allow until recently to add custom songs, sabers and so on to beatsaber but that part of the app has stopped as beatsaber debs want to officially support it at somepoint.
But all in all yes as long as a game supports a mod and the mods are supported by the game company then you can mod things.
Next month also "November" oculus quest will also be connectable to a VR ready gaming PC to play all the oculus Pcvr games too by a USB-C 3.0/3.1 cable.
Early 2020 the oculus quest only not the rift s also will allow finger and hand tracking without using the controllers.
All in all its a great piece of kit and I don't regret the purchase.

There is a very active community supporting the quest adding non-official content. Look up 'side loading', you can add mods for some games like new tunes in beatsabre or add new games completely like DOOM and Half-Life that are not available on the Oculus Store.

As of November 2019, oculus link will allow you use a cable to connect your quest to your PC and gain oculus rift functionality, it is reported this will also allow access to steam VR games. You can also sideload a version of Virtual Desktop (use the program sidequest to make this easy) to gain easy wireless (if your network is up to it) access to steam VR, and rift games via revive... Note you still need a good gaming pc to be able to power this!

No, the Quest is a separate VR platform, games will need to be ported to the platform to be played.

Some games will work like robo recall lets say..
Some games like Beat Saber will not work for reasons like it is not "transfer supported"

Not really. Quest games are ported versions of the rift titles but more and more rift games are being adapted to quest. You could try to stream games from your pc to your headset but that is very technical and requires specific hardware
