Hue lights don't use WiFi, they use the Zigbee protocol and are driven from a wired networked Philips Hue Hub or an Echo plus with the built in controller. Each light on the network forms a mesh with nearby lights. They are normally controlled from a phone app or an Echo type device on the same network as the hub, out of home control is possible too.
Google devices can be used too but I'm not sure about these.
Some more recent Hue devices have a (limited) bluetooth option
